However, the question of how small and medium - sized enterprises (SMEs) should proceed has always been a difficult one. In response to this, the Ministry of Industry and Information Technology (MIIT) clarified a new approach yesterday (November 3rd).
According to the "Guiding Opinions on Deepening the Development of 'Internet + Advanced Manufacturing' and Promoting the Industrial Internet" reviewed and approved at the Executive Meeting of the State Council this week, China will promote the development of the industrial Internet by focusing on aspects such as networks, platforms and security.
In terms of networks, measures such as promoting the transformation and upgrading of industrial enterprise intranets and accelerating the construction of industrial enterprise extranets will be taken to build a network with low latency, high reliability and wide coverage. Han Xia, Director - General of the Information and Telecommunications Administration of the MIIT, said that there will be special support for SMEs in terms of network usage.
Han Xia stated, "We will further promote the speed - up and cost - reduction of dedicated lines connecting SMEs, reduce the cost of information services for SMEs, and support the integrated development of large, medium and small enterprises."
In terms of the construction of the industrial Internet platform, Xie Shaofeng, Director - General of the Information and Software Services Department of the MIIT, said that the next goals are clear.
Xie Shaofeng pointed out: "By 2020, we need to support the construction of a number of cross - industry and cross - field national - level platforms, as well as build a number of enterprise - level platforms, cultivate more than 300,000 industrial APPs (industrial applications), and promote 300,000 enterprises to use the industrial Internet platform."
The reporter learned that currently, from giants like China Aerospace Science and Industry Corporation and Haier to a small clothing factory, they are all actively building industrial Internet platforms. However, experts believe that the construction of platforms is a complex systematic project that requires mobilizing a large amount of resources. Otherwise, they will be neither practical nor secure. Obviously, this serves as a reminder to relatively small - sized SMEs. And Xie Shaofeng said that SMEs can support the development of platforms in another way.
Xie Shaofeng stated: "We encourage industrial Internet platforms to be implemented in industrial clusters, and promote local governments to encourage SMEs to migrate their business systems to the cloud through means such as fiscal and tax support and government - purchased services, achieving two - way iteration and mutual promotion between large enterprises building platforms and SMEs using platforms."
In order to support the development of the industrial Internet, this "Guiding Opinions" also proposed safeguard measures from six aspects including regulatory systems, market environment, fiscal and tax support, financing services, talent support, and organizational mechanisms. Some of the detailed measures also involve small, medium, and micro - enterprises.
Chen Zhaoxiong, vice minister of the Ministry of Industry and Information Technology, said: "We encourage regions with conditions to set up special funds for the industrial Internet and establish risk compensation funds; implement policies such as accelerated depreciation of fixed assets, additional deductions for enterprise research and development expenses, corporate income tax incentives for the software and integrated circuit industries, and tax incentives for small and micro - enterprises."
